GOVERNOR'S INTER-AGENCY HEROIN & OPIOID COORDINATING COUNCIL

INTERAGENCY LICENSING COMMITTEE
Appointed by Children's Cabinet Results Team:
The Interagency Licensing Committee began as the Licensing Policy Board created by the Subcabinet for Children, Youth, and Families in 1991. In 1998, it combined with the Resource Development Committee to form the Resource Development and Licensing Committee. The Children's Cabinet restructured the Committee under its present name in December 2009.
The Committee's goal was to provide a complete system of services for children that ensures their safety and assists their families, preferably without removing them from their homes. The Committee focused on the coordination of the licensing and monitoring process for group homes licensed by the Department of Health and Mental Hygiene, the Department of Human Resources, and the Department of Juvenile Services.
When children have been committed to the care of a local department of social services or through the courts, to the Department of Juvenile Services, they require a variety of services. Children placed in residential programs also have special social, educational, developmental or medical needs. The Committee identified what services children might require and determined how the State can best provide those services. Assistance may include prenatal care, parenting education, medical care, family and individual counseling, mentoring, tutoring, dropout intervention, and recreation and enrichment. It also may address problems of substance abuse, domestic violence, and poverty.
Last met in May 2015; disbanded by Children's Cabinet.

While ensuring privacy and security of sensitive personal information, Center collected, analyzed, and facilitated sharing data with State and local sources. For sharing and collecting of data, Center developed a memorandum of understanding among State and local agencies.
Local agencies were assisted and supported by Center in creating opioid intervention teams. For those State and local agencies working to contain heroin and opioid epidemic, Center coordinated training and provided resources.
On Dec. 14, 2023, authorization for Center was rescinded, when Governor formed Maryland's Office of Overdose Response within Maryland Department of Health to replace Opioid Operational Command Center (Executive Order 01.01.2023.21).
