The Governor formed the Governor's Heroin and Opioid Emergency Task Force in February 2015 (Executive Order 01.01.2015.12).

To prevent, treat, and reduce heroin and opioid abuse in Maryland, the Task Force first conducted regional summits throughout the State to determine the impact of heroin and opioid drug abuse on families, communities, and public health and law enforcement officials. To assist the Governor in setting up a coordinated statewide course of action, the Task Force made recommendations for policy, regulations, and legislation to improve access to treatment; track progress; standardize the quality of care; improve coordination among law enforcement agencies; develop more alternatives to incarceration; and promote increased public education and awareness of substance abuse issues.

In its interim report, the Task Force advised the Governor and the Director of the Governor's Office of Homeland Security on how to immediately improve the coordination among federal, State and local law enforcement agencies working to prevent the trafficking and distribution of heroin and opioids in the State.

In December 2015, the Task Force submitted its final report to the Governor.
