To help Smart Growth Subcabinet implement Smart Growth Policy, Smart Growth and Neighborhood Conservation Coordinating Subcommittee was created by Governor in Jan. 1998 (Executive Order 01.01.1998.04). Later, it reformed as Smart Growth Coordinating Committee.

Committee helped administer programs, projects, and activities in Priority Funding Areas and targeted communities in those areas. In Maryland, areas where local and State governments wanted to encourage development and growth and which met certain criteria for water and sewage systems, population density, and land use capabilities may have qualified as Priority Funding Areas. Such places included existing municipalities; land within Washington, DC Beltway (I-495) and Baltimore Beltway (I-695); and areas already designated as enterprise zones, neighborhood revitalization areas, heritage areas, or industrial land.

As required by law, Committee reviewed projects funded as special exceptions (i.e., not in a Priority Funding Area), or those with extraordinary circumstances, and reported to Subcabinet on projects needing approval from Board of Public Works. Subcommittee also recommended to Subcabinet changes in State law, regulation, or procedure needed to implement Smart Growth Policy and helped coordinate programs in targeted communities, including sustainable communities.

Subcommittee members were designated by their State agency to relay information about procedures to implement Smart Growth Policy within that agency.

Transportation Solutions Group was formed in April 1998 by Smart Growth and Neighborhood Conservation Subcabinet. Group developed an action plan for long-term transportation needs of Montgomery County and Prince George's County region. Plan was submitted to Governor on July 15, 1999.

Group last met in summer of 1999.
