In January 2013, the Study Group on Economic Stability originated, when the House Speaker convened the Regional Revitalization Work Group. In January 2019, the Regional Revitalization Work Group was reformed by the House Speaker as the House Study Group on Economic Stability.
The Study Group assesses the current impact of poverty on Marylanders, including factors that cause and contribute to poverty, as well as its future impact. State laws, policies, and programs to reduce poverty are examined by the Study Group. Similarly, the Study Group considers all factors in alleviating poverty through asset building and financial stability; employment and economic opportunity; food security; affordable housing; and access to child care, healthcare,, and transportation. Improving the economic stability of families, who are not eligible for assistance programs and have no safety net, also is a focus of the Study Group.
