Born in Baltimore, Maryland, May 11, 1953. Dickinson College, 1971-72; Brown University, A.B., 1975; University of Maryland School of Law, J.D., 1978 (co-chair, moot court board).

Intern (Asper Fellowship Program) with Judge Marvin H. Smith, Court of Appeals. Admitted to Maryland Bar, 1978.

Partner, Long, Laws, Hughes & Bahen, 1978-84; Laws & Laws, P.A., 1984-2009; Laws & Sarbanes, P.A., 2009-.

Member, American Bar Association; Maryland State Bar Association (litigation law section; real property, planning & zoning section; resolution of fee disputes committee, 1990-); Wicomico County Bar Association (president, 2000).

Adjunct faculty (American constitutional government & civil liberties), Salisbury State University, 1985-94.

Director, Hebron Savings Bank, 1987-. Member, Salisbury Area Chamber of Commerce (president, 1997-98); Leadership Maryland, 1999.
