COUNCIL VACANCIES
(sec. 205)

To extend the time for filling a vacant position from 30 days to 45 days, if there are 3 or fewer vacancies; to certify that the list of nominees is submitted by the Local State Central Committee and that appointees shall be of same political party as the person whose position is being filled.

REFERENDUM & PETITIONS
(secs. 312 & 1002)

To amend the Charter to require referendum petitions and petitions for charter amendments to be signed by a number of registered voters in the County at least equal to 20% of the number of voters who voted in the previous presidential election or ten thousand registered voters, whichever is less.

Question C:
DEPARTMENT OF LAW
(sec. 507)

To amend the Charter to provide that the County Attorney must have at least 5 years experience in the general practice of law in the State of Maryland immediately prior to appointment; to delete the residency requirement; to provide that the County Attorney may be removed from office by either: the Executive with the consent of a majority of the Council, or a two-thirds vote of the entire Council; and to provide that the County Attorney shall immediately forfeit office under specified circumstances.

Question D:
PUBLIC HEARINGS -CAPITAL PROGRAM & BUDGET

To require the County Executive to hold a public hearing on the Capital Program and on the Expense Budget; and to clarify that the Capital Program include any recommendation that an already authorized project be modified, postponed, or abandoned.
