Section 1203 is added to the Charter of Baltimore County to provide for the appointment by the County Council and County Executive of a Charter Review Commission in the seventh year of each decade. The Commission shall review and study the Charter and make findings and recommendations as to the necessity for deleting, adding to or amending its provisions in order to improve its efficiency and the operations of county government. The Commission shall hold at least one public hearing and, by October 15 of the year in which the Commission is appointed, shall submit a report of its findings to the County Council and County Executive, including drafts of any recommended revisions to the Charter.
