CRIMINAL JUSTICE DIVISION
Organized in 2003, Criminal Justice Division oversaw two programs: Criminal Justice, and Local Law Enforcement. It also assisted Cease Fire Council.

EASTERN REGIONAL OFFICE
Eastern Regional Office organized in Aug. 2007. It comprised Baltimore City and Calvert, Caroline, Cecil, Dorchester, Harford, Kent, Queen Anne's, Somerset, St. Mary's, Talbot, Wicomico and Worcester counties. Program monitors of this office helped these counties secure public safety grants, including those concerned with Children's Justice Act Funds, and criminal justice, juvenile justice, school bus safety enforcement, and underage drinking laws enforcement.
Disbanded in Oct. 2016.

Merged with Youth Services Division to form Juvenile Justice Policy Division on Jan. 31, 2007.

HOTSPOT COMMUNITY INITIATIVES PROGRAM
Initiated in July 1997, HotSpot Community Initiatives Program started as a three-year program. It targeted resources to 36 communities with high levels of crime. Funds supported more police officers, probation agents, nuisance abatement teams, and citizen patrols, as well as after-school activities. By concentrating resources in these areas, State hoped to reduce serious crime by 25 to 35 percent. In 1999, Program was expanded to 26 more neighborhoods.
In 2003, restructured as Collaborative Supervision and Focused Enforcement Program.
HUMAN TRAFFICKING
Under Programs and Implementation Division, reformed as Domestic Violence and Human Trafficking Policy.

In April 2015, Justice Reinvestment Coordinating Council was established (Chapter 42, Acts of 2015).
Using a data-driven approach, Justice Reinvestment Coordinating Council developed a State corrections and sentencing policy framework to reduce number of people incarcerated in Maryland, and amount of State spending on corrections; and reinvest in strategies that increase public safety and reduce recidivism. Technical assistance from Justice Center of Council of State Governments and Pew Center's Public Safety Performance Project were tapped to develop this policy framework. Council also was helped by an advisory stakeholder group, and sought public comment statewide through roundtable discussion forums.
Council abolished Oct. 1, 2016 (Chapter 515, Acts of 2016).
JUVENILE JUSTICE ADVISORY COUNCIL
In June 2002, Council reformed as a committee of State Board for Juvenile Justice within Department of Juvenile Justice (Executive Order 01.01.2002.02).

WORK GROUP ON COLLATERAL CONSEQUENCES OF CONVICTIONS

Governor's Office of Crime Control and Prevention convened Work Group on Collateral Consequences of Convictions in Sept. 2016. Work Group studied legal and regulatory barriers faced by ex-offenders upon re-entry into society, when they seek employment and try to become productive members of their community.
On Dec. 1, 2016, Work Group reported its findings to Governor.
WORK GROUP ON THE IMPLEMENTATION & USE OF BODY-WORN CAMERAS BY LAW ENFORCEMENT
In Dec. 2014, Work Group submitted its report to Senate Judicial Proceedings Committee and House Judiciary Committee.

Metro Region Office covered Anne Arundel, Baltimore, Carroll, Harford and Howard counties, and Baltimore City. Office provided access to all public safety fund programs as well as Domestic Violence Unit Pilot Program, Sex Offender Compliance and Enforcement in Maryland Program, and Violence Against Women Act Program.
Formerly headed by Deputy Director, reorganized as Programs and Implementation in Oct. 2016.
Initiated in May 1991, Partnership was an alliance of Maryland government with private media and advertising professionals to discourage abuse of narcotics and alcohol. With pro bono air time and committed print space, Partnership conducted an aggressive, statewide multimedia campaign against substance abuse.

Victims of Crime Division began as Victims of Crime: Policy, Planning, and Services Division and assumed its present name in July 2003. It supported strategic programs to help crime victims. Division administered federal and State grants that assist victims in general and victims of specific crimes, such as domestic violence, sexual assault, and stalking. Grants fund training and technical assistance; policy development and implementation; and victim advocacy. To provide a comprehensive community-coordinated response to violence, Division promoted collaboration among criminal justice agencies and coordination of community services.
In July 2003, reorganized as two divisions: Criminal Justice, and Youth Services.
On Jan. 31, 2007, merged with Equal Justice and Policy Division to form Juvenile Justice Policy Unit.
Under Youth Services Division, disbanded in July 2005.
Organized in August 2007, Western Regional Office covered Allegany, Anne Arundel, Carroll, Charles, Frederick, Garrett, Howard, Montgomery, Prince George's and Washington counties. For these counties, the Office helped local governments and organizations secure federal and State grant funds for public safety initiatives.
