The Council of State Governments is the nation's only organization serving all three branches of state government. It is a region-based forum that fosters the exchange of insights and ideas to help state officials shape public policy. Founded in 1933, the Council is a nonpartisan, nonprofit organization. Council members include every elected and appointed state and territorial official in the United States.

The Eastern Regional Conference of the Council of State Governments works to facilitate the exchange of ideas and information among the region's state policy makers, business leaders, and the academic community. Formerly in the Council's Southern Regional Conference, Maryland joined the Eastern Regional Conference in November 2009.
Members of the Eastern Regional Conference include eleven states: Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, and Vermont; as well as Puerto Rico and the U.S. Virgin Islands. The five eastern Canadian provinces of Ontario, Quebec, Nova Scotia, New Brunswick, and Prince Edward Island are international affiliate members of the Council’s Eastern Region.
The Conference provides staff for regional committees, task forces, and boards. Through these bodies, the Conference seeks to forge consensus on regional policies and priorities, and advocate federal policies and programs beneficial to the Eastern Region.
