An Act repealing and reenacting with amendments Title 5 "County Council", Subtitle
3 "Councilmanic Districts" of the Howard County Code to make technical
corrections in the boundaries descriptions of the council districts for Howard
County as established in County Council Bill 4-2002 as amended, describing
them by visible features.

AN ACT establishing an administrative procedure for the release of certain types of
County-owned easements on private real property, under certain conditions;
providing that the release of such an easement requires County Council
approval under certain circumstances; and generally relating to County-owned
easements on real property.

Bill No. 52-2003

AN ACT making the surviving spouse of an individual who dies as a result of or in the
course of employment as a law enforcement officer eligible for a tax credit
against the real property tax imposed by Howard County on the dwelling owned
by the surviving spouse, under certain conditions; specifying the term and
amount of the credit; making this Act applicable to all taxable years beginning
after a certain date; and generally relating to a tax credit against the real
property tax imposed by Howard County on the dwelling owned by the surviving
spouse of an individual who dies as a result of or in the course of employment as
a law enforcement officer eligible.

Bill No. 53-2003

AN ACT authorizing the Howard County Housing Commission to make mortgage
loans to or for the benefit of persons of eligible income.

AN ACT amending the duties and responsibilities of the Department of Housing and
Community Development; granting the Department the authority to develop
and build housing a certain housing project to be owned by Howard County and
managed and maintained by the Department.
