AN ACT changing the burden of proof that the County must meet in a prosecution of
a civil citation for a zoning violation to clear and convincing evidence, instead of
the standard required in the trial of criminal causes; and providing for the
application of this Act.

AN ACT changing the criteria used to determine whether the County may acquire the
development rights of a parcel of real property under the Howard County
Agricultural Land Preservation Program; reducing the minimum size criteria
for such parcels; adding to the types of land contiguous to such parcels that
make the parcels eligible for the Program; changing the criteria for permitting
tenant housing on such parcels; and generally relating to the Howard County
Agricultural Land Preservation Program.

AN ACT amending Subtitle 4 "Moderate Income Housing Units" of Title 13 "Housing
and Community Development" of the Howard County Code to establish a
Moderate Income Housing Unit Community Revitalization Program as an
alternative to requirements for developers to build new moderate income
housing units in Howard County; authorizing the Department of Housing and
Community Development to adopt regulations necessary to administer the
Program; authorizing the Housing Commission to set the initial sale price for
units provided through the Program; and generally relating to a Moderate
Income Housing Unit Community Revitalization Program.

Planning and Zoning to impose civil penalties for violations of requirements that
