Ch. 204 2000 LAWS OF MARYLAND
SECTION 40. AND BE IT FURTHER ENACTED, That the general fund
appropriation made in the following State agencies shall be withheld by the following
amounts until such time that the Judiciary, Department of Public Safety and
Correctional Services. Office of Public Defender, the Baltimore City State's Attorney's
Office, the Baltimore City Criminal Justice Coordinating Council, and the Baltimore
City administration have jointly prepared and submitted a report to the budget
committees, the Senate Judicial Proceedings Committee, and the House Judiciary
Committee that details an integrated plan for increasing the use of the courtroom at
the Central Booking and Intake Facility (CBIF): Agency Program Program Title General Funds Judiciary CA00.04 District Court 500,000 DPSCS QP01.04 Central Booking and Intake Facility 500,000 Further provided that the CBIF action plan shall address the provisions
outlined under subsections (1) through (4) of this section: (1) the different categories of cases to be included in an expanded court
docket for the CBIF courtroom, and a projected number of cases by category to be
included on an average daily court docket for the CBIF courtroom; (2) projected outcomes, including early case disposition potential and
cost avoidance for each agency associated with the increased use of the courtroom; (3) present and future operating funding requirements associated with
an expanded use of the CBIF courtroom: and (4) present and future facility improvements required to make use of the
CBIF courtroom as a full service courtroom capable of handling jury trials, and
providing public access to the facility. Further provided that the budget committees, the Senate Judicial Proceedings
Committee, and the House Judiciary Committee shall have 45 days from the receipt
of the plan for review and comment. Further provided that it is the intent of the General Assembly that the CBIF
action plan be implemented no later than May 1, 2000. SECTION 40. AND BE IT FURTHER ENACTED, That: (1) For the purpose of reducing funds available for regular positions and
associated fringe benefits by one half of on
e percent, funds appropriated in this budget
for turnover expectancy (subobject 0189) shall be reduced as provided in this section:
(2) The Governor shall develop a schedule for allocating this reduction to
the programs of the executive branch and take such actions as may be required to
implement the reduc
tion under Section 7-213 of the State Finance and Procurement
Article:
