(3) It is the intent of the General Assembly that agencies with
appropriations reduced through amendment elsewhere in this Act for the purpose of
increasing turnover expectancy for positions other than new positions be held harmless
from the provisions of this section: (4) A Reduction to program RT00.01 Support for State Operated
Institutions of Higher Education shall be made in an amount equal to the higher
education general funds reduced under this section: and (5) Aggregate reductions under this section shall equal at least the
amounts indicated for the budgetary fund types listed:

SECTION 41. AND BE IT FURTHER ENACTED, That: (1) To recognize savings resulting from reductions in the cost of desktop
microcomputer equipment due to advances in the information technology industry
funds appropriated in this budget for microcomputer shall be reduced as provided in
this section. (2) The Governor and officials responsible for administration and
amendment of the State budget shall develop a schedule for allocating this reduction
to the programs of the Executive and Judicial branches. (3) Aggregate reductions under this section shall equal at least the
amounts indicated for the departments and budgetary fund types listed:
