(5) The improvement required in the coordination, assessment, referral
and case management system among agencies. Improvements are needed to create an
effective system.
(6) The establishment of an effective funding system. With State, local.
and federal funding sources, this report will address the need for an effective payment
system for service providers and the need for coordination among agencies.
SECTION 38. AND RE IT FURTHER ENACTED, That, it. is the intent of the
General Assembly that all programs funded with federal Temporary Assistance to
Needy Families Block Grant (TANF) dollars be held harmless if funding for the
Temporary Assistance to Needy Families Block Grant is reduced. SECTION 39. AND BE IT FURTHER ENACTED, That, the general fund
appropriation made in the following State agencies for the purpose of funding the
community court shall be reduced by the following amounts based upon the
community court building not being made operational until February 1, 2001, at the
earliest:

Further provided that no State funds appropriated for the purpose of funding
the community court may be expended until the Department of Budget and
Management (DBM) has prepared and submitted a report to the budget committees
which addresses the provisions outlined under subsections (1) through (3) of this
section and documents that action has been taken where appropriate:
(1) DBM shall document the specific level of funds to support the
renovation and debt service required to fund the renovation of the community court
building. DBM shall also disclose the terms of the Maryland Economic Development
Corporation (MEDCO) bond sale. (2) The Greater Baltimore Committee shall, for no consideration, legally
transfer title of a building to MEDCO to be used for the purpose of housing the
community court. The building shall be free of liens, except the reversion to the Abell
Foundation should the building not be used as the community court. (3) The District Court's Judicial Data Processing division submits a
report to the budget committees which addresses the timetable for implementation of
an information system that fits the requirements of the community court. Further provided that the budget committees shall have 45 days to review and
comment on the DBM and District Court reports.
