It is the intent of the General Assembly that
management incentives be awarded to the
24 employees of the Maryland Port
Administration who merit the bonuses.
Because an analysis of cargo levels will not
be completed until the end of Fiscal Year
1998. funding for Fiscal Year 1998
incentives will be budgeted in the Fiscal
Year 1999 allowance. Incentives may only
be awarded if the Maryland Department of
Transportation provides a report identifying
weighted cargo tonnage goals for Fiscal
Year 1998 to the budget committees by July
1, 1997. The report shall:

(1)    explain how tonnage goals are
determined, including how they compare to
relevant goals established in the agency's
1996 strategic plan:

(2)     identify the weighted average by type of
cargo; and

(3)    provide a comparison of the Fiscal Year
1998 weighted tonnage goals to Fiscal Years
1996 and 1997 levels.

The budget committees shall have 45 days to
review and comment on the cargo goals
established in the report.
