financing of sidewalk construction; limiting the State's share of the cost of certain
sidewalk construction and reconstruction projects during certain fiscal years;
requiring parking spaces for bicycles in certain places; requiring drivers of vehicles
to exercise due care to avoid colliding with a bicycle being operated on a roadway;
requiring the Department of Transportation to complete a certain study by a certain
date; requiring the Department to present a certain plan to local governments at a
certain time; and generally relating to access of pedestrians and bicycle operators to
State and private facilities and roadways.
