prepare a report to the Governor of the State of Maryland and the Maryland General
Assembly concerning issues related to traffic operations and potential traffic diversions,
the potential effect on traffic operations, volumes, and toll revenues at the U.S. 301 Harry
Nice Bridge and other Potomac River crossings, and the potential role of the Maryland
Transportation Authority.
SECTION 4. AND BE IT FURTHER ENACTED, That:
(a) The Department of Transportation shall monitor the volume of traffic on the
American Legion Bridge to determine if the collection of tolls by the Woodrow Wilson
Bridge and Tunnel Authority as authorized under this Act results in a significant increase
in that traffic volume due to attempts by motorists to avoid paying the tolls; and
(b) If, based on information collected under subsection (a) of this section, the
Department determines that there is a significant increase in the volume of traffic on the
American Legion Bridge, the Department shall work with the Congress of the United
States and with appropriate state and federal officials and take those actions necessary to
allow the collection of tolls on the American Legion Bridge.
SECTION 3. 4. 5. AND BE IT FURTHER ENACTED, That, subject to Section
2 of this Act, this Act shall take effect October 1, 1995.

AN ACT concerning
State-Highway Administration—Sidewalks—Construction, Repair, and Maintenance
Bicycle and Pedestrian Access 2000
FOR the purpose of requiring the State Highway Administration, rather than a political
subdivision, to maintain and repair sidewalks constructed by a developer and
sidewalks constructed by the Administration as part of an urban highway project;
repealing a provision relating to the funding of sidewalk construction in urban
areas; and generally relating to the maintenance and repair of sidewalks local
planning commissions to include certain items in the county planning and zoning
provisions; making certain provisions of this Act applicable to certain counties;
requiring the Department of Transportation to include certain items regarding
bicycle and pedestrian transportation in the Consolidated Transportation Program;
defining a certain term; requiring the State Highway Administration, in cooperation
with a local government, to develop a certain plan; prohibiting the Department from
constructing any project that would have certain impacts on bicycle or pedestrian
routes except under certain circumstances; providing for an inventory of certain
facilities; altering certain definitions; requiring sidewalks to be constructed at the
time certain work is performed on certain highways unless the State Highway
Administration or local government makes certain determinations; altering the
