and to develop an analysis of the feasibility, schedule and cost of the extension and to
identify potential funding sources; and be it further
RESOLVED, That the Department of Transportation, when performing engineering
studies on proposals to replace the Old Severn River Bridge, be requested to include in
those studies an option to construct a bridge across the Severn River which is not a
drawbridge and which is capable of supporting a light rail track; and be it further
RESOLVED, That the Department of Transportation report to the General
Assembly before January June 1, 1990 on the results of the study and on the progress made
toward extending the Central Corridor Light Rail Project to Annapolis; and be it further
RESOLVED, That a copy of this Resolution be forwarded by the Department of
Legislative Reference to the Honorable William Donald Schaefer, Governor of Maryland;
the Honorable Thomas V. Mike Miller, Jr., President of the Senate of Maryland; and the
Honorable R. Clayton Mitchell, Jr., Speaker of the House of Delegates; and the Honorable

A Senate Joint Resolution concerning
Task Force on Front Foot Assessments on Farmland
FOR the purpose of requesting the Governor to appoint a Task Force on Front Foot
Assessments on Farmland to study and review policies of certain local authorities in
the construction and financing of certain utility services and the imposing of front
foot assessments on farmland and to evaluate the impact of these policies on keeping
the farmland in agricultural production.
WHEREAS, In the 1981 Legislative Session, House Bill 740 was introduced in an
attempt to prohibit municipal authorities from levying a front foot assessment on
agricultural property for water, sewerage, or refuse disposal under certain conditions; and
WHEREAS, A statewide review needs to be made of what effects the levying of a
front foot assessment on farmland is doing to keep the farmland in agricultural production;
now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Governor is requested to establish a Task Force on Front Foot Assessments on Farmland
to: study and review policies of counties, municipal corporations, and special taxing
districts throughout the State in the construction and financing of water, sewerage, and
refuse disposal services and the imposing of a front foot assessment on farmland; and
evaluate the impact of these policies on the land owners of keeping the farmland in
agricultural production; and be it further
RESOLVED, That the Task Force on Front Foot Assessments on Farmland be
