successor agency shall be considered in all respects as having
the powers and obligations granted the former agency.
SECTION 16 17. AND BE IT FURTHER ENACTED, .That the
continuity of every department, board, commission, committee,
agency, or other unit affected by this Act is retained. The
personnel, records, files, furniture, fixtures, and other
properties and all appropriations, credits, assets, liabilities,
and obligations of each retained unit are continued as the
personnel, records, files, furniture, fixtures, properties,
appropriations, credits, assets, liabilities, and obligations of
the unit under the laws enacted by this Act.
SECTION 17 18. AND BE IT FURTHER ENACTED, That except as
expressly provided to the contrary in this Act, any person
licensed, registered, or certified by any unit established or
continued by any statute amended, repealed, or transferred by
this Act is considered for all purposes to be licensed,
registered, or certified by the appropriate unit continued under
this Act for the duration of the term for which the license,
registration, or certification was issued, and may renew that
authorization in accordance with the appropriate renewal
provisions of this Act. Except as expressly provided to the
contrary in this Act, an individual who was originally licensed,
registered, or certified under a provision of law that has been
deleted by this Act as obsolete, continues to meet the education
and experience requirements to the same extent as if that
provision had not been deleted.
SECTION 18 19. AND BE IT FURTHER ENACTED, That, on or
before January 1, 1989 the State Board of Plumbing shall adopt
regulations that define "incidental plumbing services", as used
in Article 56A, § 3-301(e) of this Act. In the adoption of the
regulations, the State Board of Plumbing shall consider the
inclusion, under "incidental plumbing services", of the repair or
replacement of faucets, ball-cock valves, or shut-off valves,
drain clearance, and minor leak repair, as differentiated from
the replacement of plumbing fixtures, the installation of
drainage systems, or a repair or an installation that may require
the issuance of a plumbing permit by a local jurisdiction.
SECTION 19 20. AND BE IT FURTHER ENACTED, That on or before
January 1, 1989, the State Board of Plumbing shall adopt
regulations that define "minor plumbing repair services", as used
in Article 56A, § 3-301(f) of this Act, and that govern the
conditions under which minor plumbing repair services may be
performed by an employee of a building owner, manager, or
maintenance company.
