effective date, the Board shall issue the appropriate license,
without further examination, to qualified individuals.

SECTION 12 13. AND BE IT FURTHER ENACTED, That the
provisions of this Act that set qualifications for individuals
licensed by the State as an apprentice, journey, or master
plumber may not be construed to affect any individual who, within
6 months after the effective date of this Act, shows proof of
providing or assisting in providing plumbing services in
Worcester County and complies with procedures that the State
Board of Plumbing establishes to issue those individuals a
limited license so that each individual may continue to provide
or assist in providing plumbing services in Worcester County
until the individual dies, allows the license to lapse, or is
removed under other provisions of law.

SECTION 13 14. AND BE IT FURTHER ENACTED, That:

(a)  the provisions of this Act that require a county
Washington County to enforce the State Plumbing Code or adopt a
local plumbing code that meets or exceeds the minimum standards
of the State Plumbing Code may not be construed to affect any
plumbing work begun in Washington County on or before June 30,
1991; and

(b)  the provisions that require inspection of plumbing
services provided in a State building to ensure that the services
meet or exceed the standards of the State Plumbing Code may not
be construed to affect any plumbing work begun on or before June
30, 1991.

SECTION 14 15. AND BE IT FURTHER ENACTED, That the
standards adopted by the State Board of Plumbing for acceptable
fixtures and devices that reduce water consumption and meet
requirements of safety and sanitation may not fall below the
standards set in Article 56, § 445 (1957, 1983 Replacement
Volume, 1987 Supplement) as of the effective date of this Act.

SECTION 15 16. AND BE IT FURTHER ENACTED, That except as
expressly provided to the contrary in this Act, any transaction
affected by or flowing from any change of nomenclature or any
statute there amended, repealed, or transferred, and validly
entered into before the effective date and every right, duty, or
interest flowing from the statute remains valid after the
effective date and may be terminated, completed, consummated, or
enforced as required or allowed by any statute amended, repealed,
or transferred by this Act as though the repeal, amendment, or
transfer had not occurred. If the change in nomenclature
involves a change in name or designation of any State agency, the
