of express procedures by which an individual may obtain more
than a single license; the addition of express procedures
for placing a license on inactive status; the deletion of
distinctions regarding "resident" and "nonresident"
licenses; the deletion of a requirement that, under certain
circumstances, a nonresident licensee be charged a fee that
is different from that charged a resident licensee; the
modification of some of the grounds for disciplinary action
and the addition of certain standard grounds; the addition
of express provisions regarding the authority and procedures
of a real estate hearing board; the addition of certain
requirements, procedures, and alternatives to the summary
disciplinary powers of the Commission; the addition of
certain requirements and procedures and the deletion of
certain provisions regarding the handling of trust money,
including the addition of an express requirement for real
estate salespersons and associate real estate brokers
regarding the handling of trust money and the deletion of a
provision that allowed a real estate broker, on the broker's
own authority, to place trust money in an interest bearing
account; the addition of certain requirements and procedures
regarding the Real Estate Guaranty Fund; the addition of a
prohibition against a corporate or partnership real estate
firm committing or causing another person to commit certain
acts and the provision of a criminal penalty for violation
of that prohibition; the addition of a criminal penalty for
violation of certain provisions of the title and the
substitution of a uniform penalty for various existing,
diverse criminal penalties; the changing of some of the fees
charged by the Commission; the modification of the language
that is required in certain sales contracts to advise
parties of the possible placements of deposit money in an
account that pays interest to the Maryland Housing Resource
Fund; the modification of the provisions regarding the
suspension of certain activities in a real estate
conservation area; the addition of a provision regarding
individuals who are a certain age to the statement of policy
prohibiting certain discriminatory real estate practices
concerning housing in Montgomery County; the addition of a
prohibition on certain mass solicitations of listings in
Baltimore City and Baltimore County and the provision of a
criminal penalty for violations of that prohibition; the
addition of language that expressly provides that certain
procedures and requirements that currently apply to real
estate salespersons also apply to associate real estate
brokers; and otherwise for the purpose of revising,
restating, reorganizing, and standardizing the structure of
the laws of the State regarding the provision of real estate
brokerage services, including the transfer of certain
provisions regarding time share developers to the Real
Property Article, the transfer to the Session Laws of
certain provisions affecting the current executive director
of the Real Estate Commission, the repeal of certain
