the provisions of the "Appalachian Regional Development Act of
1965," as amended from time to time, to enter into and complete
any and all contracts and agreements thereunder, and to do all
things necessary and proper to carry out the terms of the
aforesaid act, including the expenditure of funds therefor, in
the fields of highways, natural resources, agriculture;
education, training, health, and welfare and all other fields
related to the purposes of the said act.
(b) If the said federal government or any agency or officer
thereof offers to the State of Maryland services, equipment,
supplies, materials or funds by way of gift or grant for purposes
of the Appalachian Regional Development Program, the State of
Maryland, acting through the Governor and the Department may
accept such offer and may authorize any officer of the State or
of one of the political subdivisions as the case may be to
receive and utilize such aid and assistance.

The Maryland State Appalachian Housing Fund is created as a
nonlapsing, revolving special fund into which shall be placed:
(1) Receipts of the Department pursuant to § [6-401]
4-501 of this subtitle;
(2) Income from investments that the State Treasurer
makes pursuant to § [6-404] 4-504 of this subtitle; and
(3) Any repayments of principal or interest on loans
or site development advances made pursuant to § [6-401] 4-501 of
this subtitle.

The Maryland State Appalachian Housing Fund shall be
expended by the Department[, in cooperation with the Department
of Housing and Community Development,] to fulfill its obligations
under any contract or agreement authorized by § [6-401] 4-501 of
this subtitle.
[6-404.] 4-504.
The State Treasurer shall invest the Maryland State
Appalachian Housing Fund in the manner provided by law with all
interest earned or gains realized from such investments to be
credited to the Maryland State Appalachian Housing Fund.
[6-405.] 4-505.
In addition to and not in derogation of the grant of powers
provided by § [6-401] 4-501 of this subtitle, the Secretary, with
the approval of the Governor shall appoint a State member to the
