federal "Appalachian Regional Commission" and an alternate
thereto, both of whom shall receive such salary or compensation
as provided in the budget from time to time. The State members
shall be reimbursed for expenses incurred while engaged in the
performance of their duty in accordance with State Standard
Travel Regulations. The State member, or his alternate as the
case may be is authorized to certify to the Commission "a local
development commission" and to perform any and all acts required
and necessary to carry out the provisions of this SUBTITLE or
said "Appalachian Regional Development Act of 1965," as amended
from time to time.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act is an
emergency measure, is necessary for the immediate preservation of
the public health and safety, has been passed by a yea and nay
vote supported by three-fifths of all the members elected to each
of the two Houses of the General Assembly, and shall take effect
from the date it is enacted.

AN ACT concerning
Queen Anne's County - Housing Authority
FOR the purpose of providing the Queen Anne's County
Commissioners with certain powers and duties relating to
housing programs; authorizing the Queen Anne's County
Housing Authority to perform certain functions; establishing
certain restrictions concerning the Housing Authority's
actions; authorizing a manner of sale of certain bonds by
the Housing Authority; defining certain terms; and generally
relating to the Queen Anne's County Housing Authority.
