(iii) The vocational needs and problems of
agriculture in this State;

(iv) State industrial and economic development
agencies;

(v) Community colleges and other institutions
of higher education, area vocational schools, technical
institutes, and postsecondary agencies or institutions that
provide vocational or technical education and training;

(vi) Public vocational education in
comprehensive secondary schools;

(vii) Nonprofit private schools;

(viii) Vocational guidance and counseling
services;

(ix) State correctional institutions;

(x) The State Manpower Services Council;

(xi) School systems with large concentrations
of individuals with special academic, social, economic, and
cultural needs and limited English-speaking ability; and

(xii) The poor and disadvantaged; and

(2) Individuals who:

(i) Have special knowledge, experience, or
qualifications with respect to vocational education, but who are
not involved in the administration of State or county vocational
education;

(ii) Are vocational education teachers
presently teaching in county education agencies;

(iii) Are superintendents or other
administrators of county education agencies;

(iv) Are county school board members;

(v) Are women with backgrounds and experiences
in employment and training programs and know about the special
experiences and problems of women, including sex discrimination
in job training and employment and sex stereotyping in
vocational education;

(vi) Are women members of minority groups, who
know about discrimination in job training and employment against
minority group women;
