(vii) Have special knowledge, experience, or
qualifications in the special educational needs of the physically
or mentally handicapped;
(viii) Are members of the general public; and
(ix) Are vocational education students.]
(1) 7 INDIVIDUALS WHO ARE REPRESENTATIVE OF THE
PRIVATE SECTOR AS FOLLOWS:
(I) 5 SHALL BE REPRESENTATIVE OF BUSINESS,
INDUSTRY AND AGRICULTURE, INCLUDING 1 MEMBER WHO IS A
REPRESENTATIVE OF SMALL BUSINESS AND 1 MEMBER WHO IS A PRIVATE
SECTOR MEMBER OF THE GOVERNOR'S EMPLOYMENT AND TRAINING COUNCIL;
AND
LABOR.
(II) 2 SHALL BE REPRESENTATIVES OF ORGANIZED
(2) 6 INDIVIDUALS REPRESENTING:
(I) SECONDARY AND POSTSECONDARY VOCATIONAL
INSTITUTIONS;
(II) CAREER
ORGANIZATIONS WITHIN THE STATE;
GUIDANCE
AND
COUNSELING
(III) SPECIAL EDUCATION; AND
(IV) PERSONS WHO OTHERWISE HAVE SPECIAL
KNOWLEDGE AND QUALIFICATIONS WITH RESPECT TO THE SPECIAL
EDUCATIONAL AND CAREER DEVELOPMENT NEEDS OF WOMEN, THE
DISADVANTAGED, THE HANDICAPPED, INDIVIDUALS WITH LIMITED ENGLISH
PROFICIENCY, AND MINORITIES.
(C) IN SELECTING INDIVIDUALS TO SERVE ON THE COUNCIL, DUE
CONSIDERATION SHALL BE GIVEN TO THE APPOINTMENT OF INDIVIDUALS
WHO SERVE ON A PRIVATE INDUSTRY COUNCIL UNDER THE JOB TRAINING
PARTNERSHIP ACT, OR ON STATE COUNCILS ESTABLISHED UNDER OTHER
RELATED FEDERAL ACTS.
[(c)] (D) A member may represent more than one of the
categories enumerated in subsection (b) of this section.
[However, a majority of its members shall be individuals who are
not educators or administrators in the field of education.]
[(d)] (E) (1) [Each member serves for a term of 3 years and
until a successor is appointed and qualifies. Except as provided
in subsection (a) of this section, these terms are staggered as
required by the terms of those serving on July 1, 1978.] ALL
APPOINTMENTS ARE FOR TERMS OF 3 YEARS AND ARE STAGGERED AS
REQUIRED BY THE TERMS PROVIDED FOR MEMBERS ON THE DATE THE STATE
COUNCIL ON VOCATIONAL-TECHNICAL EDUCATION IS CREATED.
