(I) CONTAINS AN ITEMIZED STATEMENT OF THE STATE
REVENUES FROM ALL SOURCES FOR THAT FISCAL YEAR; AND
BUREAU.
(II) INCLUDES ANY RECOMMENDATIONS OF THE
(2) BEFORE EACH REGULAR SESSION OF THE GENERAL
ASSEMBLY, THE BUREAU SHALL SUBMIT TO THE BOARD A REPORT THAT
CONTAINS AN ITEMIZED STATEMENT OF THE ESTIMATED STATE REVENUES
FROM ALL SOURCES FOR THE FISCAL YEAR FOLLOWING THE SESSION.
(3) THE BUREAU SHALL PROVIDE TO THE BOARD ANY OTHER
INFORMATION THAT THE BOARD REQUESTS.
(B) STUDIES.
IN ADDITION TO THESE REPORTS, THE BUREAU SHALL CONTINUALLY
CONDUCT STUDIES OF STATE REVENUE SOURCES TO:
(1) DETERMINE THE AMOUNT OF REVENUE PRODUCED; AND
(2) DEVISE AND RECOMMEND NEW METHODS AND SOURCES FOR
IMPROVED EFFICIENCY, EQUITY, AND ECONOMY IN PRODUCTION AND
COLLECTION OF REVENUE.
REVISOR'S NOTE: This section is new language derived
without substantive change from former Art. 41, §
194(b).
In subsection (a)(l)(i) and (2) of this section and in
the introductory language of subsection (b) of this
section, the word "State" is added to modify the word
"revenue[s]", to clarify that this section applies
only to revenues of the State. These additions are
nonsubstantive in light of the broad scope of the
phrase "from all sources", which encompasses federal
and other special funds.
In subsection (a)(1) and (2) of this section, the
reference to a "report" that "contains" the itemized
statement is added to encompass the inclusion of
"recommendations", as provided in subsection
(a)(l)(ii) of this section.
In subsection (a)(1) of this section, the requirements
that the report be submitted "[a]fter the end of each
fiscal year" and state the revenues "for that fiscal
year" are substituted for the former, imprecise
references to submission "annually" of a report of
revenues "during the preceding year". These
substitutions are based on the uses of the fiscal year
mandated under § 2-101(b) of this article. Similarly,
in subsection (a)(2) of this section, the reference to
a "fiscal year" is substituted for the former
reference to "the budgetary period".
