be filed"; Section 27-15 title "Limitations upon applicability of
division"; Section 27-16, title "Licensing and licensing
authorities"; Section 27-17, title "Declaration of policy";
Section 27-18, title "Definitions"; Section 27-19, title
"Unlawful employment practices"; Section 27-23, title "Reports
and records of person being investigated, etc."; Section 27-25,
title "Penalties and monetary awards"; and Section 27-26E, title
"Enforcement before Commission" and by adding Section 27-7A,
title "Disclosure of sexual orientation", and Section 27-7B,
title "Marital Status"; for the purpose of clarifying the
County's policy, prohibiting certain discriminatory practices on
the basis of sexual orientation, presence of children, marital
status, or handicap, to permit the Commission to take part in
contracting for legal services in certain situations, to make
mandatory attendance at fact finding conferences and penalties
for failure to attend, to require confidentiality of certain
matters, to define certain terms and redefine others, to
establish procedures for investigation and hearing to be followed
in seeking restitution for certain acts of hate or violence, to
modify the procedure for initiating or dismissing a complaint, to
permit the award of damages to compensate respondents for
humiliation and embarrassment, to require the posting of notices
approved by the Human Relations Commission, to specify penalties
for failing to post notices, and to make technical corrections.

Effective Date May 24, 1984.

AN EMERGENCY ACT to amend Chapter 24, Laws of Montgomery
County 1984, Bill 46-83, Executive Regulations, to correct
technical defects in the title page and in Sections 1, 1A, 2, 4,
6, 6A, 8, 10, 11, 12, 13, 14, 15, 17, 19, 20, 23, 28, 28A, 34,
36, 39, 40, 41, 42, 43, 44, 45A, 46, 48, 49, 50, 51, 52, 53, and
54 in order to insert words inadvertently omitted, to correct
typographical errors, to comply the bill with recently enacted
legislation, to provide for consistency among frequently repeated
terms and phrases, to correct syntax and to comply the bill with
the Montgomery County Code 1972, as amended.

Effective Date March 13, 1984.
