(2) IF NECESSARY, 1 OR MORE BILLS THAT AUTHORIZE NEW
STATE DEBT TO FUND THE CONSOLIDATED LOAN BUDGET.
(C) CONTENTS.
THE CONSOLIDATED LOAN BUDGET SHALL:
(1) CONTAIN A COMPLETE PLAN OF THE PROPOSED PROJECTS
THAT ANY ACCOMPANYING BILLS WOULD FUND; AND
(2) SHOW, BY DOLLAR AMOUNT AND PERCENT, THE
ALLOCATION FOR:
(I) GENERAL CONSTRUCTION PROJECTS;
(II) SCHOOL CONSTRUCTION PROJECTS; AND
(III) OTHER SPECIAL PROJECTS.
(D) FORM OF BILLS.
(1) EACH BILL THAT THE GOVERNOR SUBMITS UNDER THIS
SECTION SHALL COMPLY WITH THE REQUIREMENTS OF ARTICLE III, §§ 34
AND 52 OF THE MARYLAND CONSTITUTION.
(2) AN AUTHORIZATION OF STATE DEBT TO FUND ANY PART
OF THE CONSOLIDATED LOAN BUDGET SHALL BE DEEMED TO BE A SINGLE
WORK, OBJECT, OR PURPOSE UNDER ARTICLE III, § 52 OF THE MARYLAND
CONSTITUTION.
REVISOR'S NOTE: Subsection (a) of this section is new
language derived without substantive change from
former Art. 88C, § 2(a) and, as it related to the
capital budget, (g) and the ninth sentence of § 6.
Subsections (b) through (d) of this section are new
language derived without substantive change from
former Art. 31, § 27(c) and (d).
In subsection (a) of this section, the reference to "a
draft" is added to clarify that the Department of
State Planning provides technical assistance, but the
Governor determines the content of this budget. This
addition conforms this section to § 7-104 of this
article.
Also in subsection (a) of this section, the clause
"the part of the consolidated loan budget that relates
to general construction projects" is substituted for
the former references to "the annual capital budget",
since the Department of State Planning indicates that
the "capital budget" is only 1 part of the
"consolidated loan budget". The Commission to Revise
the Annotated Code notes, for consideration by the
General Assembly, that the Department also indicates
