(2) THE PRELIMINARY ALLOCATION OF NEW STATE DEBT FOR:

(I)  GENERAL CONSTRUCTION PROJECTS;

(II)  SCHOOL CONSTRUCTION PROJECTS; AND

(III)  OTHER SPECIAL PROJECTS.

(B)  CHANGES AUTHORIZED.

THE GOVERNOR MAY ALTER THESE DETERMINATIONS.

(C)  CERTAIN ALLOCATIONS ADVISORY.

AN ALLOCATION OF THE GOVERNOR FOR SCHOOL CONSTRUCTION
PROJECTS IS ADVISORY TO THE BOARD.

REVISOR'S NOTE: This section is new language derived
without substantive change from former Art. 31, §
27(a) and (b).

Subsection (a) of this section is revised to clarify
that the Governor makes 2 determinations -- 1 on the
total amount of new State debt, and 1 on the
preliminary allocations. Therefore, in subsection (b)
of this section, the word "determinations" is
substituted for the former reference to a "preliminary
allocation".

In the introductory language of subsection (a) of this
section, the word "current" is added to modify the
word "estimate", since the Committee annually submits
a new estimate.

8-114. CONSOLIDATED LOAN BUDGET.

(A)  PREPARATION.

WITH THE HELP OF THE DEPARTMENT OF BUDGET AND FISCAL
PLANNING, THE DEPARTMENT OF STATE PLANNING ANNUALLY SHALL PREPARE
FOR THE GOVERNOR A DRAFT OF THE PART OF THE CONSOLIDATED LOAN
BUDGET THAT RELATES TO GENERAL CONSTRUCTION PROJECTS.

(B)  DUTY TO SUBMIT.

ON OR BEFORE THE 20TH DAY OF EACH REGULAR SESSION OF THE
GENERAL ASSEMBLY, THE GOVERNOR SHALL SUBMIT TO THE GENERAL
ASSEMBLY:

(1) THE CONSOLIDATED LOAN BUDGET; AND
