that it prepares the entire consolidated loan budget.

In subsection (d)(2) of this section, the reference to
a "single work, object, or purpose" is substituted for
the former reference to a "single purpose, object, and
subject", to conform to Md. Constitution, Art. III, §
52(8)(a).

Also in subsection (d)(2) of this section, the
reference to "Article III, § 52 of the Maryland
Constitution" is substituted for the former reference
to "those sections of the Constitution", which
encompassed Md. Constitution, Art. III, § 34 and was
inaccurate because that section concerns restrictions
on loans and extensions of credit. The single work,
object, or purpose requirement appears only in § 52.

The Commission to Revise the Annotated Code also notes
that the General Assembly may wish to enact, in lieu
of subsection (d) of this section, a provision that
would apply to bills that would authorize State debt
but are not submitted with the consolidated loan
budget.

PART III. AUTHORIZATION AND IMPLEMENTATION.

8-117. ENABLING ACTS.

(A)  IN GENERAL.

THE GENERAL ASSEMBLY MAY AUTHORIZE THE BOARD TO:

(1)  BORROW MONEY FOR ANY PUBLIC PURPOSE; AND

(2)  ISSUE STATE BONDS TO EVIDENCE THE DEBT.

(B)  AMOUNT.

AN ENABLING ACT SHALL SPECIFY THE TOTAL PRINCIPAL AMOUNT OF
THE DEBT AUTHORIZED BY THE ENABLING ACT.

(C)  GENERAL FORM.

AN ENABLING ACT MAY TAKE SUBSTANTIALLY THE FOLLOWING FORM:

"A BILL ENTITLED

AN ACT CONCERNING CREATION OF A STATE DEBT -- (HERE BRIEFLY
DESCRIBE PURPOSE OF THE BILL)
