AN ACT to amend Chapter 31, title "Motor Vehicles and
Traffic", of the Montgomery County Code 1972, as amended, by
amending Article IV, title "Off-Street Public Parking
Regulation", Section 31-26, title "Parking Regulation - Public
Parking Facilities", to permit the promulgation of Executive
Regulations which would allow parking in designated off-street
public parking areas for a period greater than twenty-four hours.
Effective February 3, 1983.

AN ACT to amend Chapter- 29, Title "Fair Landlord-Tenant
Relations" by repealing and reenacting with amendments Section
29-1, title "Definitions," to redefine the terms "dwelling unit"
and "rental facility" to include certain residential rental
dwelling units located in a condominium or cooperative
multi-family housing structure, building or facility, to delete
from those definitions misplaced exemptions for mobile homes, to
further define the term "landlord" in the case of condominium and
cooperative housing structures, and to add new definitions for
the terms "council of unit owners of a condominium housing
structure" and "board of directors of a cooperative housing
structure"; Section 29-4, title "Applicability of Chapter" to
provide that the provisions of the Chapter shall not be
applicable to incorporated municipalities, except under certain
conditions; Section 29-6, title "Duties of Executive Director
Generally" to require that the Director refer certain tenants to
the governing bodies of condominiums and cooperatives for initial
resolution of complaints; Section 29-20, title "Display of
License" to provide that under certain circumstances a landlord
may not be required to display a license but to make the license
available for review; Section 29-24, title "Denial, Revocation or
Suspension" to change a reference to "building" to "rental
facility"; Section 29-26, title "Contents of Lease" to provide
for additional situations under which a landlord may offer a
prospective tenant an initial lease term of other than two years,
to provide for situations under which a landlord is not required
to permit subleasing' of a leased unit, and to provide for the
exemption of mobile homes from certain subsections; Section
29-27, title "Leasing Requirements Generally" to prohibit any
