AN ACT to repeal Section 2-96, title "Powers to Adopt
Generally; Applicability of Standards or Regulations" of the
Montgomery County Code 1972, as amended, and to enact a new
Section 2-96, title "Powers to Adopt - Generally; Applicability
of County Legislation Within Municipalities" of the Montgomery
County Code 1972, as amended, to specify the applicability of
local laws, ordinances and regulations of Montgomery County to
incorporated municipalities and the circumstances under which
such legislation may be enforced within municipalities.

AN ACT to amend Chapter 1, title "General Provisions" of the
Montgomery County Code 1972, as amended, by adding new Section
1-18, title "Civil Fines and Procedures" for the purpose of
providing for the imposition of civil fines for violations of
County laws, ordinances and regulations, adding new Section 1-19,
title "Enforcement of County Law" for the purpose so specifying
criminal and civil penalties for violations of County law, and
redesignating Section 1-6, title "General Penalty; Continuing
Violations" as new Section 1-20; and by amending County Code
Sections 2-17(c), 2-80, 3-17, 3A-5, 4-3, 4-16, 5-41, 5-57, 5-66,
5-78, 6-6, 6A-7, 7-12, 8-22(c), 8-42, 8A-19(h), 9-10, 10-5, 11-9,
