[(k)] (D) Cost. [The word "cost"] "COST", as applied to a
water system, a sewerage system or a surface water drainage
system may include all or any of the following:
(1) the purchase price of any such system or the cost
of acquiring all of the capital stock of the corporation owning
[such] THE system and the amount to be paid to discharge all of
its obligations in order to vest title to the system or any part
[thereof] OF IT in the District, the cost of constructing any
such system, the cost of improvements, the cost of all lands,
properties, rights, easements, franchises, and permits acquired;
(2) the cost of all machinery and equipment,
financing charges, interest on bonds prior to and during initial
construction or construction of improvements and for not more
than [one] 1 year after completion of construction, the amount of
any contribution made by the District [pursuant to] UNDER Section
28-5 of this subtitle, the cost of engineering and legal
services, plans, specifications, surveys, estimates of cost and
of revenues, other expenses necessary or incident to the
determining of the feasibility or practicability of any such
acquisition, improvement or construction, administrative expenses
[as may be] necessary or incident to the financing [herein]
authorized IN THIS SUBTITLE, to the acquisition, improvement or
construction of a water system, a sewerage system or a surface
water drainage system and [the] placing [of the same] THEM in
operation by the District[.]; AND
(3) Any obligation or expense incurred by the
District prior to the issuance of any bonds under the provisions
of this subtitle for engineering studies and for estimates of
cost and of revenues and for other technical or professional
services which may be utilized or be deemed necessary in the
acquisition, improvement or construction of any such system[, may
be regarded as part of the cost of any such system or of any
project].
(e) County. [The term] "County" [shall mean] MEANS the
political subdivision of this State, known as the County
Commissioners of Washington County and, where appropriate to the
context, [the] ITS elected Board of County Commissioners
[thereof].
[(b)] (F) District. [The term] "District" [shall mean]
MEANS the body politic and corporate created [pursuant to] UNDER
this subtitle, or, if [such] THAT body politic and corporate
[shall be] IS abolished, the board, body or commission succeeding
to [the] ITS principal functions [thereof] or to which the powers
given by this subtitle to [such] THE body politic and corporate
[shall be] ARE given by the County Commissioners [of Washington
County] pursuant to law.
[(1)] (G) Federal agency. [The term "Federal] "FEDERAL
agency" [shall mean and include] MEANS AND INCLUDES the United
