LAWS OF MARYLAND

Ch. 289

States of America[,] AND any department, [or] bureau [thereof],
[and any] agency, or instrumentality [of the United States of
America heretofore established or which may be established or
created hereafter].

[(j)] (H) Improvements. [The word "improvements" shall
mean such] "IMPROVEMENT" MEANS THE construction, erection,
repairs, replacements, additions, extensions and betterments to
and of a water system, a sewage system or a surface water
drainage system [as are] deemed necessary by the District to
place or maintain such a system in proper condition for the safe,
efficient, and economic operation [thereof] or to meet
requirements for service in areas in a subdistrict [which] THAT
may be served by the District or in which no existing service is
being rendered.

[(m)] (I) Project. [The term "project" shall mean]
"PROJECT" MEANS any water system, sewerage system or surface
water drainage system and any combination [or] OF part or parts
[thereof] OF IT, including improvements [thereto,] owned,
constructed, or operated by the District under the provisions of
this subtitle.

[(i)] (J) Sewage. [The term "sewage" shall mean] "SEWAGE"
MEANS the water-carried wastes created in and carried, or to be
carried, away from residences, hotels, schools, hospitals,
industrial establishments, commercial establishments or any other
private or public building, together with [such] ANY household
and industrial wastes [as may be] THAT ARE present.

[(g)] (K) Sewerage system. [The term "sewerage] "SEWERAGE
system" [shall mean and shall include], with respect to any
subdistrict established under this subtitle, MEANS AND INCLUDES
all plants, systems, facilities, or properties used or useful or
having the present capacity for future use in connection with the
collection, carrying away, treating, neutralizing, stabilizing or
disposal of domestic sewage, commercial, industrial, and other
wastes, and any integral part of [said] THE systems, including
sewage treatment plants, disposal fields, lagoons, pumping
stations, outfall sewers, trunk sewers, intercepting sewers,
lateral sewers, force mains, pipes, pipe lines, conduits,
equipment, appurtenances, and all properties, rights, easements
and franchises [relating thereto and deemed] necessary or
convenient by the District for [the] ITS operation [thereof], and
including any part of any of the foregoing outside a subdistrict
but connected to and necessary for the operation of a sewer
system [therein] IN IT.

[(n)] (L) Subdistrict. [The word "subdistrict"]
"SUBDISTRICT" refers to any [one] 1 or more suitably identified
areas or localities in which the District may exercise its powers
and duties and which are located within the boundaries of the
District, as [initially or from time to time] determined
[pursuant to] UNDER Section 28-2(b) of this subtitle, and also
established or, from time to time, altered in the manner
