agencies herein described shall
be increased by 6%, and further
provided that transfers herein
authorized shall be limited to an
amount approximating a 4%
increase. It is the intent of
the General Assembly that
agencies fund the difference by
effective management and other
cost savings measures; $250,000
of the authorized General Fund
appropriation may be transferred
to the respective departments,
agencies, boards and commissions
for funding salary adjustments as
recommended by the Secretary of
Personnel in the Annual Salary
Review; and $3,500,000 of the
authorized General Fund
appropriation may be transferred
to the State Department of
Education and the Department of
Health and Mental Hygiene to
implement employee and teacher
salary adjustments at the
Maryland School for the Blind,
local health departments and
other community programs
receiving financial support from
the Department of Health and
Mental Hygiene.
From Special and Federal Funds, for
payments required as a result of
salary adjustments and increases
and for increased costs for
Social Security and Retirement
contributions resulting
therefrom, authorization is
hereby granted to use Special and
Federal Funds for this purpose,
in the amount of $22,000,000
14,717,076 $22,000,000
$20,800,000 to be payable out of
revenues and grants which are the
source of funds for the payment
of budget appropriations payable
out of Special and Federal Funds,
the Governor shall approve budget
amendments for special and
federal funds in such amounts as
not to impact essential state
services and programs, provided
that salary scales for all
positions in the agencies herein
