is the intent of the General
Assembly that agencies fund the

difference by effective

management and other cost savings
measures; this amount being
estimated and it being the intent
that the actual amount, whether
it be more or less, shall be made
available in allocating the
budget amendment to the various
State         agencies         the amount

necessary to supplement the
appropriation.
