In subsection (a) of this section, the phrase "from
among its staff" is substituted for the former
limitation "appointed, from existing personnel", for
clarity. The former limitation apparently was
intended to prevent the employment of a forms
management officer by each department and independent
unit when former Art. 54, § 13 became effective, but
could be read to permit designation only of
individuals employed by the department or independent
unit on July 1, 1978.

The introductory phrase in subsection (b)(1) of this
section, "subject to the approval of the Division", as
revised, modifies both the formation of a plan and its
administration. The revision is based on the
incorrect cross-reference, in former Art. 54, §
13(b)(3), to the administration of the plan "subject
to the provisions of subsection (e) of this section."
The former cross-reference was incorrect, because an
amendment, in Ch. 981, Acts of 1978, that added a
subsection (d) did not change the cross-references,
and, in light of the revision, is deleted as
unnecessary.

In subsection (b)(l)(i) of this section, the duty to
"keep a current plan" is substituted for the former
reference to "devise and revise, as needed," for
brevity.

Subsection (b)(2) of this section is revised as a duty
of the forms management officer, for consistency.

In subsection (b)(2) of this section, the duty to
submit "the plan, including each revision" is
substituted for the former requirements to file the
plan "by August 1, 1978" and "any subsequent
revision". This substitution encompasses units that
did not exist on August 1, 1978 and, thus, initially
submit a plan, rather than a "revision".

The first sentence of former Art. 54, § 13(b), which
required each department and independent unit to have
a plan and summarized the purpose of the plan, is
deleted as misleading in light of the specific
responsibility of the forms management officer under
subsection (b) of this section and as unnecessary in
light of § 10-607 of this subtitle.
