MONTGOMERY COUNTY
the Montgomery County Code 1972, as amended, by repealing in its
entirety Subsection 60-1(a), title "Silver Spring Parking Lot
District," of Section 60-1, title "Special taxing areas
continued; areas defined," and by adding a new Subsection
60-l(a), title "Silver Spring Parking Lot District," to realign
the Parking Lot District Boundary of the Silver Spring, Parking
Lot District in accordance with a Montgomery County Department of
Transportation report titled "Silver Spring Parking Lot District
Boundary Analysis," dated June 1980, and revised December 1980. Effective Date December 21, 1981.
BILL NO. 40-81 AN EMERGENCY ACT to amend Chapter 29 of the Montgomery
County Code, 1972, as amended, title "Landlord-Tenant Relations"
by repealing and reenacting with amendments Section 29-30C, title
"Tenants' Rights, " to require that landlords provide tenants
with a sixty (60) day written notice of rent increases, and to
require that no more than one (1) rent increase be given per
annum. Alternatively, a landlord may enter into a lease with an
escalator clause disclosing the yearly rental fee. Effective Date July 1, 1981.
BILL NO. 41-81 AN ACT to amend Chapter 8A, title "Cable Communications", of
the Montgomery County Code 1972, as amended, by repealing and
reenacting with amendments, Section 8A-3, title "Definitions," to
provide for certain changes in the definitions of "Cable
Communications System," "Gross Revenues" and "Subscriber"; to add
a new definition for "Person" and to reletter the definitions;
Section 8A-6, title "Franchise Standards, General", subsection
(e), title "Rates", to provide for rate increase procedures and
standards; Section 8A-8, title "Franchise Fee; Records",
Subsection (a), title "Fee Imposed", to provide for an advance on
the franchise fee; Section 8A-11, title "Operations; Minimum
Channel Capacity; Access Channels; Production Facilities;
Charges; privacy"; Subsection (f), title "Leased Access
Channels", to provide that the franchisee may not deny a
competitor access to leased channel service; and Subsection
(i)(2), title "Interconnection Procedure", to provide for the
basis for reaching a cost sharing agreement where interconnection
of systems takes place; Section 8A-14, title "Public Hearings",
Subsections (a) and (b), to provide for clarification of hearing
procedures, and to add. a new Subsection (c), to provide for
performance evaluation hearings; Section 8A-18, title
"Administration", to add new Subsections (h), (i), (j), (k), and
(1), to provide further the duties, powers and authority which
