BILL NO. 27-81
AN EMERGENCY ACT to amend Chapter 8A, title "Cable
Communications" of the Montgomery County Code 1972, as amended,
by adding a new Section 8A-21, title "Lobbying Disclosure and
Conflict of Interest" to require registration of lobbyists and
reporting of lobbyist activities and to prohibit acceptance of
certain gifts and employment.
Effective Date September 14, 1981.

BILL NO. 28-81
AN ACT to amend Chapter 49, title "Streets and Roads" of the
Montgomery County Code 1972, (1977 Repl. Vol.) as amended, by
repealing and reenacting with amendments Section 49-40, title
"Performance Bond," of Article III, title "Road Construction
Code," to provide an alternative method of regulation of
subdivision streets and roads by allowing a developer either to
post the performance bond required under the current law or to
post a stabilization bond in lieu thereof provided, however, that
if the latter alternative is chosen, such developer must file a
master deed or covenant among the land records that limits
subdivided parcels being sold or otherwise alienated until the
subject road has been constructed and accepted by the County and
provided further that the County shall approve the conditions and
the amount of the bonds required as well as permit fee
adjustments, provide Executive rule and regulation authority, and
enforcement procedures; and to provide that pro-rata releases of
bonds may be approved by the Director upon approval of partial
work completed.
Effective Date December 21, 1981.
