BILL NO. 55-80
AN EMERGENCY ACT to amend Chapter 29, title "Fair
Landlord-Tenant Relations" by repealing and reenacting with
amendments Section 29-51, title "Rental Housing Data Collection"
to establish a voluntary rent guideline, to establish the
information which must be contained in a notice of rent increase,
to require that landlords of licensed rental facilities shall
continue to report rent increases on a monthly basis and that the
Executive Director, Office of Landlord-Tenant Affairs shall
report to the County Council and the County Executive the results
of such data.
Effective Date February 3, 1981.

BILL NO. 58-80
AN EMERGENCY ACT to amend Chapter 23A, title "Group
Residential Care Facilities," of the Montgomery County Code 1972,
as amended, by repealing and reenacting with amendments paragraph
(6) of subsection (b), title "License Conditions" of Section
23A-9, title "Annual facility license; procedures; conditions;
administration and enforcement" of Article II, title "Licensing"
to provide that in licensed facilities which include exceptional
persons that more than 50% of the exceptional persons residing in
the facility must be domiciled in the County at the time of their
admission to the facility.
Effective Date May 4, 1981.

BILL NO. 59-80
AN ACT to add a new Chapter 13A, title "Development Rights
Fund" to the Montgomery County Code, 1972, as amended, to provide
a public financial resource which would (1) assist in the
establishment of a market for the sale of certain development
rights; (2) purchase and sell certain development rights and (3)
guarantee loans secured by certain development rights.
Effective Date October 30, 1981.
