Plans" of Article II, title "Merit System" to provide that,
subject to the approval of the County Council, the Chief
Administrative Officer shall promulgate and from time to time
amend the "General Salary Schedule", compensation policies for
overtime, pay differential and other appropriate salary and wage
benefits.

BILL NO. 37-80
AN EMERGENCY ACT to add a new Chapter 11C, title
"Cooperative Housing" to the Montgomery County Code, 1972, as
amended, to add new Sections 11C-1 through 11C-4, to define
particular terms associated with the creation of a cooperative
corporation; to prohibit, for 270 days from July 9, 1980, the
transfer of title of existing rental facilities to developers who
intend to create a cooperative housing corporation involving
those rental facilities; to permit transfers of rental facilities
upon the filing by the contract purchaser of an affidavit with
the Director of the Office of Consumer Affairs stating that the
rental facility shall not be converted to a cooperative project
for at least two years and upon receipt of the parties to the
contract of a certificate from the Office of Consumer Affairs; to
prohibit the contract purchaser, within two years from transfer
of title from converting a rental facility to a cooperative
project; to prohibit, for 270 days from July 9, 1980, a developer
from offering cooperative housing corporation stock, entering
subscription agreements, accepting deposits on units, requiring
expressions of intent with respect to the purchase of stock or
the duration of tenancy, issuing certificates of membership,
entering into agreements evidencing ownership, or entering
occupancy agreements; to provide for the exemption of cooperative
housing corporations for which, as of July 9, 1980, more than
fifty percent of the shares of stock have been sold and for
which, as of July 9, 1980, occupancy agreements have been entered
into for more than fifty percent of the units; and to provide for
civil penalties and injunctive and other forms of relief for
violations of this Chapter.
Effective Date July 24, 1980.
