under conditions affording full public proceedings with
appropriate due process for the granting, modification, renewal,
assignment and transfer, and revocation of franchises; to provide
for the approval of subscribers' rates and specified fees by the
County; and for changes in such rates and fees to provide for the
administration and enforcement by the County; and to provide for
other regulation and control of cable communication systems; and
to comply with the requirements of the Federal Communications
Commission.
Effective Date October 29, 1980.

BILL NO. 10-80
AN EMERGENCY ACT to repeal and reenact Section 2-33, titled
"Collection of Taxes and Special Assessments; receipt of and
responsibility for money" of Article III titled "Executive
Branch" of Chapter 2, titled "Administration", of the Montgomery
County Code, 1972 as amended, to provide that a ten dollar
service charge, or such other reasonable amount as may be
established by executive regulation, shall be imposed when a
check or draft, tendered to Montgomery County, is dishonored by a
bank.
Effective Date July 10, 1980.

BILL NO. 12-80
AN ACT to amend Chapter 25A, title "Housing, Moderately
Priced" of the Montgomery County Code 1972, as amended, by
repealing and reenacting with amendments Section 25A-3, title
"Definitions" to redefine the term "Dwelling Unit" and
"Moderately Priced Dwelling Unit" by providing for identification
of certain programs and revising the method by which the sale or
rental prices for such units are established; Section 25A-4,
title "Requirement" to require that certain agreements provide
for not less than 12.5% moderately priced dwelling units, and to
permit the amending of certain agreements; Section 25A-5, title
"Optional Zoning Provisions; Waiver of Requirements of Chapter"
to modify waiver requirements; Section 25A-6, title "Sales or
Rental to General Public; Purchase or Lease by the Housing
Opportunities Commission" to provide for the contents of certain
notices, to provide for the sale only of certain units for a
period of 90 days, and to enable HOC to assign certain rights;
and Section 25A-7, title "Control of Subsequent Sale or Rental
Prices; Foreclosures" to provide that moderately priced dwelling
units shall not be resold or rented for a period of ten years
from the date of original sale or rental, at a rate greater than
that established by the County Executive pursuant to the
provisions of this Chapter, to provide that moderately priced
