corporate boundaries of the Town of North East; and

WHEREAS, upon presentation of the Petition to the Mayor
and Commissioners of the Town of North East, the presiding
officer thereof caused to be made a verification of the
signatures thereon and ascertained that the persons signing
the Petition represented 25 percent or more of the
registered voters residing in the area to be annexed and who
are, in fact, registered as voters in County elections in
the precinct in which the territory to be annexed is
located; and

WHEREAS, upon presentation of the Petition to the Mayor
and Commissioners of the Town of North East, the presiding
officer thereof caused to be made- a verification of the
signatures thereon and ascertained that the persons signing
the Petition owned at least 25 percent or more of the
assessed valuation of the real property located in the area
to be annexed; and

WHEREAS, the Mayor and Commissioners of the Town of
North East are desirous of annexing the hereinafter
described contiguous and adjoining area into the corporate
boundaries and taxable limits of the Town of North East,
this Resolution is adopted.

RESOLUTION

CHARTER AMENDMENT

RESOLUTION of the Board of Commissioners of the
President and Commissioners of the Town of North East, a
municipal corporation of the State of Maryland (the "Town"),
adopted pursuant to the authority of Article 11-E of the
Constitution of the State of Maryland and Sections 13 to 18,
inclusive, of Article 23A of the Annotated Code of Maryland
(1981 Replacement Volume),                        entitled

"Corporations-Municipal", to amend Section 715 of the
Charter of the Town so as to authorize and empower the Town
to borrow money and incur indebtedness, from time to time,
for any public purpose and to evidence such borrowing or
indebtedness by the sale and issuance of its general
obligation bonds, or other evidences of indebtedness, and
providing generally for the sale, issuance and payment of
such bonds or other evidences of indebtedness.

[Section 715 of the Charter of the Town of North East,
Cecil County, repealed and reenacted, with amendments.
