MUNICIPAL CHARTERS

seconded by Councilman Roland Strausborg with 5 voting
affirmative and 0 voting negative, the following Resolution
was adopted:

WHEREAS, four of the five owners of the tracts or
parcels of land containing 53.278 acres of land, more or
less, situate and lying contiguous to and adjoining the
existing corporate boundaries of the Town have consented to
the annexation of said area by The Town of New Windsor said
Consent attached hereto and marked Exhibit No. 1; and

WHEREAS, the Mayor and Council, through their attorney,
have caused to be made a verification of the signatures upon
said Petition, and have ascertained that Jerry Eugene Lease
and Ruth Lease, his wife, and Richard Dennis Lease and
Beverly Lease, his wife; and Otto S. Tibbetts, Jr.; and The
County Commissioners of Carroll County, Maryland; and Otto
S. Tibbetts, Jr. and Alice E. Tibbetts, his wife, and Robert
B. Pond, Sr. and Mary W. Pond, his wife as co-partners, t/a
Tibbetts Industrial Park, a partnership; and County
Commissioners of Carroll County, are the sole owners of all
the land sought to be annexed and that there are no
registered voters residing in said area.

RESOLUTION of the Mayor and Commissioners of the Town
of North East, adopted pursuant to the authority of Article
XIE of the Constitution of Maryland and Section 19 of
Article 23A of the Annotated Code of Maryland (1957
Edition), 1973 Replacement Volume, Title "Corporations
Municipal" to add a new section to the Code of Cecil County,
Maryland (adopted January 25, 1971) under Chapter heading
North East of said Code which incorporates the Charter of
the Town of North East as adopted June 4, 1979, and
constituting an amendment to the municipal charter of the
body politic and corporate known as the Town of North East,
and to annex and include the following described land in the
boundaries of taxable limits of the Town of North East.

WHEREAS, in accordance with Section 19 (c) of Article
23A of the Annotated Code of Maryland (1957 Edition), at
least 25 percent or more of the registered voters in County
elections who reside in the hereinafter described area, and
the owners of at least 25 percent of the assessed valuation
in the said area have petitioned the Mayor and Commissioners
of the Town of North East to annex said area into the
