JOINT RESOLUTIONS
PG/MC 37-82
FOR the purpose of requesting the creation of a committee to
study minority employment, retention and advancement,
and personnel reductions in the Washington Suburban
Sanitary Commission and the Maryland-National Capital
Park and Planning Commission.
WHEREAS, It has been declared to be the policy of the
State of Maryland for the maintenance of good government to
assure all persons equal opportunity in receiving employment
and advancement; and
WHEREAS, All employees and applicants for employment
should receive fair and equitable treatment in all aspects
of personnel management without regard to race, color,
religion, national origin, sex, marital status, age, or
handicapping condition, and with proper regard for their
privacy and constitutional rights; and
WHEREAS, Recruitment, selection, retention, and
advancement should be from qualified individuals from
appropriate sources to achieve a work force from all
segments of society; and
WHEREAS, In the event of personnel reductions all
employees should receive fair, just, and equitable treatment
from management, free from discrimination on the basis of
the individual's race, color, religion, sex, age, national
origin, marital status, or physical or mental handicap; now,
therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Chairpersons of the Prince George's County Senate and House
Delegations and of the Montgomery County Senate and House
Delegations are requested to establish a study committee to
determine whether members of minority groups and women are
underrepresented or denied equal opportunities for
advancement and retention within managerial, professional,
or other employment groupings found in the Washington
Suburban Sanitary Commission and the Maryland-National
Capital Park and Planning Commission; and be it further
RESOLVED, That this study commission consist of the
following 14 members: (1) 2 members of the Senate of
Maryland, 1 from Prince George's County and 1 from
Montgomery County; (2) 2 members of the House of Delegates,
1 from Prince George's County and 1 from Montgomery County;
(3) 4 members of the public, 2 who are residents of Prince
George's County and 2 who are residents of Montgomery
County; (4) 1 member from, the Washington Suburban Sanitary
Commission; (5) 1 member from the Maryland-National Capital
Park and Planning Commission;, (6) 1 member from the Prince
George's County Council; (7) 1 member from the Montgomery
County Council; and (8) the County Executives or their
