it further

RESOLVED, That this study committee recommend programs
to eliminate such minority underrepresentation or
discrimination if it is found to exist; and be it further

RESOLVED, That the Chairpersons of the Washington
Suburban Sanitary Commission and the Maryland-National
Capital Park and Planning Commission transmit the findings
of the study committee and report actions taken to implement
the committee's recommendations to the Prince George's
County and Montgomery County Senate and House Delegations no
later than September 15, 1982; and be it further

RESOLVED, That copies of this Resolution be sent to the
current Chairman of the Washington Suburban Sanitary
Commission, 4017 Hamilton Street, Hyattsville, Maryland
20781 and. the current Chairman of the Maryland-National
Capital Park and Planning Commission, 8787 Georgia Avenue,
Silver Spring, Maryland 20907.

A House Joint Resolution concerning

Sewage Sludge Management

FOR the purpose of requesting the Governor to appoint a
Commission to study sewage sludge utilization and
disposal options and environmental impacts of these
options in this State, including making certain studies
and to define certain issues and make certain
determinations.

WHEREAS, Significant volumes of domestic and industrial
sewage sludge, raw and digested, are generated annually by
Maryland's publicly owned waste treatment plants; and

WHEREAS, All sewage sludges are not of the same organic
and inorganic quality; and

WHEREAS, Sewage, sludge is both a potential threat to
the environment and a potential resource that can be
utilized; and

WHEREAS, The improper utilization or disposal of sewage
sludge can affect the air, land, and ground and surface
