JOINT RESOLUTIONS
support for day care services to the children of
employees.
WHEREAS, Current economic and societal trends have led
to a tremendous expansion in the percentage of two-income
and single-parent families in this State and the country as
a whole; and
WHEREAS, These trends have created a greatly enlarged
demand for day care services to be provided to children
during the parents' hours of employment; and
WHEREAS, Federal and state governments have recognized
that a shortage of affordable, high-quality day care
services affects employers, employees, and, most
importantly, the children of working parents; and
WHEREAS, This recognition has led to recent changes in
federal tax laws which significantly enhance the economic
benefits for employers who support day care for children of
employees; and
WHEREAS, Businesses in this country, either
individually or in conjunction with other businesses, have
instituted a number of different methods of supporting day
care for the children of their employees, including
sponsorship of day care centers at or near the place of
employment, providing vouchers for use in private day care
services of the employee's choice, and providing technical
assistance to day care centers; and
WHEREAS, Few Maryland businesses utilize this desirable
form of employee benefit; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
State Department of Economic and Community Development is
requested to supplement its program of business liaison by
actively promoting business support of day care services for
the children of employees; and be it further
RESOLVED, That a copy of this Resolution be sent to the
Honorable Harry Hughes, Governor of Maryland; and the
Honorable James 0. Roberson, Secretary of Economic and
Community Development, 2525 Riva Road, Annapolis, Maryland
21401.
