estimated construction costs[,] and modifications in
locations, sizes, and lengths of construction items.

[If the project is subject of material change and an
amendment to the program is required on that account,
pursuant to the aforegoing provisions of this subsection
(d)(1), the commission shall so indicate.]

[(2)] (F) (1) UNLESS THE COUNTY COUNCILS

MONTGOMERY COUNTY COUNCIL AND THE PRINCE GEORGE'S COUNTY
GOVERNING BODY HAVE APPROVED THE EXTENSION, THE WSSC [The
commission]:

(I)   [may] MAY not extend or approve
construction of a sewer of any size or capacity to serve
[properties] PROPERTY in either county beyond the area which
has been approved for service in a [six-year] WSSC CAPITAL
IMPROVEMENTS program [until the county governing body for
the county involved has first approved the extension, nor];
OR

(II)   [extend] SUBJECT TO PARAGRAPH (2) OF
THIS SUBSECTION, MAY NOT EXTEND a water line of any size or
capacity or a storm drainage system beyond the approved
terminal point of a WSSC capital improvements [program]
project [water line or storm drainage facility, except where
the extensions].

(2)   IF THE COUNTY COUNCILS HAVE APPROVED THE
EXTENSIONS, THE WSSC MAY EXTEND A WATER LINE OR A STORM
DRAINAGE SYSTEM BEYOND THE TERMINAL POINT:

(I)   IF THE EXTENSION OF A WATER LINE OR
STORM DRAINAGE SYSTEM would provide water service or a storm
drainage system to a development [which] THAT is within ah
approved sewer project area; or

(II)   [with respect to which the county
governing body, through its appropriate agency,] IF THE
COUNTY THROUGH ITS APPROPRIATE AGENCY has approved the
installation of individual sewage disposal facilities[,
unless the county governing body has first approved the
extension].

[Any extension requiring county governing body approval
under this subsection shall be submitted to the county
governing body in the usual form of communication between
the county governing body and the commission, and unless
within 30 days after receipt of the commission's material
the county governing body advises the commission that the
extension should not be made, the commission may proceed
with such construction.]

(3)  THE WSSC MAY CONSTRUCT AN EXTENSION THAT
REQUIRES APPROVAL UNDER THIS SECTION:
