(2) A PROJECT MAY NOT BE CONSTRUCTED UNTIL A
FINALLY ADOPTED WSSC CAPITAL IMPROVEMENTS PROGRAM IS AMENDED
AS TO ANY [Any] material change [from a finally adopted
six-year program shall require an amendment to the program
before the project may be constructed. Normal deviations
from the last estimated construction costs, changes in
location necessitated by right of way acquisition problems
or conditions found in the field at the time of preparation
of actual construction plans and modification of estimated
sizes or lengths of construction items, shall not be
considered material changes so long as service from the
project as constructed is not provided, with respect to
sewer projects, beyond the area approved therefor, including
in that connection the service specified in subsection (2)].

[For projects approved by a county governing body after
July 1, 1969 a final report thereon, including construction
cost figures, shall be submitted by the commission to the
county governing body after the project has been completed.]

(E) THE WSSC SHALL SUBMIT A FINAL REPORT ON COMPLETED
PROJECTS TO THE MONTGOMERY COUNTY EXECUTIVE AND COUNTY
COUNCIL OR THE PRINCE GEORGE'S COUNTY EXECUTIVE AND COUNTY
COUNCIL. THE REPORT SHALL INCLUDE CONSTRUCTION COST
FIGURES.

(1)  WHEN THE WSSC TRANSMITS [At the time of
transmitting] the proposed WSSC's capital improvements
program, [annually, the commission] THE WSSC shall send [the
county governing bodies] a status report [with respect to]
ABOUT all APPROVED projects [approved by county governing
bodies] which have not been completed as of the date of the
transmitted program TO THE MONTGOMERY COUNTY EXECUTIVE AND
COUNTY COUNCIL AND THE PRINCE GEORGE'S COUNTY EXECUTIVE AND
COUNTY COUNCIL[, identifying].

(2)  THE REPORT SHALL:

(I)  IDENTIFY the project[,];

(II)  [specifying] SPECIFY the [date] DATES
of approval [or the dates of approval if it has been
approved on more than one occasion,];

(III)  [and indicating] INDICATE the
current status [thereof] OF THE PROJECT with an estimate of
the date of completion of construction[,];

(IV)  INDICATE IF THE PROJECT IS THE
SUBJECT OF A MATERIAL CHANGE AND ANY AMENDMENT THAT IS
REQUIRED UNDER THE PROVISIONS OF § 7-106 OF THIS TITLE; and

(V) {for] FOR [Montgomery County] approved
projects IN MONTGOMERY COUNTY, INDICATE changes in the last
