(8) SUBMIT:

(I)  AN ANNUAL REPORT TO THE DEPARTMENT,
THE GOVERNOR, AND THE GENERAL ASSEMBLY;

(II)  ANY ADDITIONAL REPORT THAT THE
DEPARTMENT, GOVERNOR, OR GENERAL ASSEMBLY REQUESTS; AND

(III)  PERIODICALLY TO THE DEPARTMENT AND,
IN THE DISCRETION OF THE ADMINISTRATION, TO THE GOVERNOR OR
GENERAL ASSEMBLY, RECOMMENDATIONS:

1. TO FURTHER THE REHABILITATION OF

CHRONIC ALCOHOLICS;

2.   TO PREVENT THE EXCESSIVE AND
ABUSIVE USE OF ALCOHOLIC BEVERAGES; AND

3.   TO PROMOTE MODERATION IN THE USE
OF ALCOHOLIC BEVERAGES.

REVISOR'S NOTE: This section is new language derived
without substantive change from former Article
2C, §§ 301(b)(2), (3), (6), (7), (8), (10), and
(11) and 316(a) and the second sentence of (b).

In item (8)(i) of this section, the former
ambiguous requirement that the report "shall be
forwarded" to the Governor and General Assembly
is deleted, so that, as revised, this item
conforms to similar provisions for submission of
reports elsewhere in this article.

Also in item (8)(i) of this section, the former
requirement that the annual report "be made
public" is deleted as unnecessary in light of
Article 40, § 53 of the Code, which provides for
filing of agency reports with libraries in this
State.

(B)  EDUCATIONAL MATERIALS.

SUBJECT TO THE ADMINISTRATIVE CONTROL OF THE DIRECTOR
OF EDUCATION AND TRAINING IN THE OFFICE OF THE ASSISTANT
SECRETARY FOR MENTAL HEALTH AND ADDICTIONS, THE
ADMINISTRATION SHALL PREPARE AND PUBLISH:
